Since the faked his death and altered his appearance to bring him “back to life” as US agent. What if they do something similar using a character that fought cap and was thought dead. What if they took crossbone who fought next to cap for how long in shield learning from him. After his “death” hydra takes him to the power broker to save him. This gave him a new face and a power up. I know insane and definitely isn’t going to happen but never know
